Howard grew up in England and the United States, but came to Israel/Palestine in the 1970s. Since 1984, he has lived with his wife Dorit in Wahat al-Salam - Neve Shalom. Their three children grew up in the village and their oldest son Jonathan is currently building a family house there.

He began to work for the Communications and Development Office in the early 1990s. He is responsible for managing and updating the web sites, social media and information systems.
